Given that this page is sorely neglected and will be extremely long if properly up-to-date (see [Hesh Employee Listing] for an example), might it be better off being retired? Most people are placed and more easily found under their employers' pages. Those who are throwaway mentions in the Sentinel or don't have an employer or other pigeonhole can have their own page - "Minor Characters" or something and can get promoted once they have a pigeonhole.
