- Is one of the PXCPD's missing persons
- 61 years old
- Hasn't been seen since Solstice Day, 268
- Solstice has always been a difficult time of year for Joe, since it also marks the anniversary of his wife's death
- He has no other family, but he normally keeps in touch with his friends at the Southland Way Kitchen
- Joe is also known to enjoy alcohol, and he hasn't visited any of his usual bars or stores since his disappearance
