Approach

From the digit before the -, you have a corner of key square to start at:

1 = top left, 2 = top right, 3 = bottom right, 4 = bottom left

Use the number string to move along the streets:

1 = N; 1.5 = NE; 2 = E; 2.5 = SE; 3 = S; 3.5 = SW; 4 = W

When you reach the end, take the nth letter of its name, where n is the number after the - at the end of the string.
