Assuming that the numbers on the "Extra Text" in the Library of Babel are dates, this is an attempt to collate the various messages in a correct order:

With the immediate effect, operatives are to cease utilising pre communications methods. security has been breached. This chanel is to be reserved for essential communication only. Message ends.

08012070645 - To all operatives: Project Visor status report. Have encountered radical difficulties.

Hypothesise that these are caused by unpredictable meteorological differences. Several thousand readings have been taken of which:

66% have a margin of error of more than 1000 miles; 14% fail entirely; 12% give a non-Earth location; 7.3% produce internally inconsistent data; 0.7% give a precise location.

However there has been no repetition in the locations thus produced.
