• One of the old neighbors of Perplex City, before The War

• Mentioned briefly by Anthony Granier: "...the worst excesses which one hears occur in Machiantes", which one assumes by context refers to economic and social pressures being endured during the war.
• Another reference Granier makes seems to suggest the people of Machiantes were prone to swift and blood-thirsty rebellions:

[I] discovered that the cook is a native of Machiantes. I inquired of my lord whether he did not fear for his life, but he replied jestingly, that he keeps the man so busy that he could scarce have time to plot or plan.
