General
- The highest award anyone in the city can be awarded by the City Council.
- Is to be given to Violet Kiteway and Kurt McAllister, concurrently, for their work in foiling The Third Power.
- Has only been bestowed four other times in the last century, and is typically awarded posthumously.
- Most recently, it was awarded to Gemara Welter after she was killed while foiling a plot to assassinate the entire City Council and a number of other major governmental figures during the Council's annual regional mayoral summit.
